Qik video confrencing on 3g

I know there have been several posts floating around about this but is there a definative answer about video confrencing working on 3G or is it limited to 4G and WiFi?

this phone is gonna start the wave of video calls on cellphone instead of the usual talk calls

Probably would have been started already if other manufactures put the camera on front instead of the back?

most reviewers who have posted reviews claim their test units did NOT have a videoconferenceing version of qik on the phone..
