Question about active display

I noticed that active display seems to work well for a bit. However, if I leave my phone for an hour or so and then come back, active display is not flashing....even though I have new notifications. Is it supposed to work this way? Does active display stop if you do not check your notifications in a timely manner?

Right, doesn't active display flash less frequently as time since the last notification increases? It's always been that way. Generally if you pick up (or just alter the position of) the phone it will flash. Or, of course, wave your hand over the display.

It looks as though it just stops flashing altogether, and not just less frequently. But yes active display will appear if I pick my phone up....just thought it would continue to "breathe" regardless. I guess it times out after a while?
