how safe it the "inkpad" app
I read that it saves your notes on the web and can be downloaded to other devices
can I put anything personal on there like a password that I want to remember

Anything that uploads your notes to the web is potentially insecure, even Google Docs. All it takes is a security breach in the company, and your information could be seen by all kinds of unsavory hackers. I wouldn't keep any really sensitive information in an app that syncs to the web without some kind of strong encryption.
I use mSecure, which uses strong encryption and only saves to the phone. You can back up to the SD card, and copy that backup to your computer if needed.
