Question about applying themes to all available aspects

My old phone didn't have these sort of themes, so I'm new to this.

Themes tab in settings> when I go to a particular store, in this case Echo Visuals, if that makes a difference, the themes show it extending to the phone app, keyboard, etc. However, when I purchase one and apply it, it themes wallpaper, makes icons, applies the video wallpaper, but the phone app and keyboard app, respectively, are still the default.

How do I get it to apply to all?

And can one mix and match between themes? Example, I don't like the icons of one theme.
 
When I use a theme then if I don't like those particular set of icons that came with the theme then other variants can be downloaded and applied instead.
 
How does one manually apply them in Android 11/Oneui 3.1?

I use the Samsung Themes from the Galaxy store. Each one is different. Some will change everything except Facebook act. Love them. Hard press on an empty space on your screen - Wallpaper, Themes, Widgets, and Settings popup on the bottom. Press themes and explore. I usually browse the Free versions under Top Free. When you install one you can locate all the themes you keep under the 3 bars - My Stuff. You can spend hours, enjoy!
 
Yes, but they don't apply themselves to the phone dialer and parts other than the main screen/icons. I'm thinking it's some kind of permissions thing?
