When you tap and hold on some object in camera after few seconds a blue dotted circle (focus/exposure) appears. Would anyone please guide me what's its use?

It's for automatically adjust exposure and focus at a certain spot in the image viewfinder

My understanding is it was supposed to lock focus at that spot but my camera still refocuses a few seconds later.

It is probably one of those features that sounds cool to do but in actuality it doesn't function very well.
