Question about expanding Pie notifications?

So back on Oreo when I would get a notification like from Facebook and I was on a different app I could swipe down on this notification bubble and it would be able to open the app in a smaller window so I could review it over top my current app then quickly close it and keep moving. Was this a Oreo feature or something I just need to turn back on? (Pardon my horrible Sketch)

Try Smart pop up view in settings under advanced features, see if that’s what you’re looking for

The app needs to be enabled in the Edge Lighting Notifications, and Edge Light gestures enabled for you to get that exact same thing.

The Smart Popup View that the other guy is saying will make the notification come up like a chat head.

Thanks for your reply. The edge lighting notifications are already enabled? And when I swipe down it doesn't do anything.

I have that enabled also and still not working. I have all of those apps checked and I literally just got a text message and I swiped down and it didn't do anything. Have you confirmed this works on your phone with Pie?

Well I'm at a loss now. I'm on a fresh install of Pie and even did a factory reset prior to setting it up.
