Yes Brian you should always wipe 3x when switching ROMs. Only time you shouldn't and even then I still do is if the developer has an update to their ROM and states in the update that no wipe is needed. This eliminates the possibility of conflicts that may arise.
Now most of the devs of these ROMS are incorporating the Android Setup Wizard in their ROMs so if you have that option in use then when you move from ROM to ROM your apps will be restored.
When you load stock DK28 Froyo or any of the new ROM supporting this, you sign into Google at first bootup and after the signin process it will ask you if you want Google to backup your apps and data. Select yes and from that point on Google will keep a backup of all apps you install from there on out.
When you load up a new ROM that supports it, usually within the first 15 minutes it will reload any apps you downloaded from the Market that you had on your previous ROM.
in addition to the google backup, you can get titanium backup to make backups of your apps and your system data/configurations. however, unless you want it to be super annoying hitting 'ok' 200 times when it restores, i'd pony up the couple of bucks for the professional version that does it automatically. that said, i've had good luck with both, and both make it pretty easy to load different roms at the drop of a hat
