Open up the desc.txt file in the boot animation and you'll see a line that says something like 320 480 10. That last number is the animation speed. You can usually change it to any multiple of ten to control the speed but have a backup in case of Tragedy.

Make sure there is no boot animation in data/ local and make sure your permissions are rw-r-r, other than that I'm not sure what to say!
