Question is their a way to unlock my 4.3 boot loader?

I'm fairly descent when it comes to android phones but I have found no way of unlocking the bootloader on 4.3 so I joined this forum anyways I used the safe root to root my phone but haven't been able to get any other recovery's working besides stock recovery is their any work around for this or is any developer working on this ? Any information would be helpful

I can't answer your question since I haven't used Safestrap - you should pose your questions in the thread that I referenced.

I thought I read something that said you could only load TouchWiz-based ROMs (or perhaps it was 4.3 or newer ROMs?) - sorry, can't remember.

Nope! Only Tw based roms. You're basically stuck on that kernel since you can't unlock your bootloader.
