Question on Flashing

I am trying to download the 2.1 update for the Moment. The instructions I have tell me to "download and flash the latest 2.1" I have downloaded the latest 2.1 but what does flash mean. I'm pretty new at this and I must be completely misunderstanding what I'm reading. Any help would be appreciated.
