question regarding volume controls..

hi.
I have a question regarding the volume controls on a Galaxy Tab S.
Is there a setting that I can lock the the volume for the entire device and restrict it so that it cannot be changed?
I want to use the tablet for a special needs child and I want the volume set low and not let the child be able to control it.

The child is currently using an iPad mini but there is no way to lock the volume device 100% (using videos, the person can still change the volume, turning it to max)

I'd like to consider an android device if there was a way to completely restrict volume in all applications, videos and games

Hmm, maybe this could be a solution for you.

There is an app called volume locker.

It will lock the volume and display a pop-up if you want to change it.

If the pop up is a problem, there is this app that does the same thing, but no notification.

I didnt even think to check apps...
I was just playing with my galaxy s5 system and didnt see any "lock" options for volume
