questions about 4.3 wifi always on setting.

So what exactly does this do. Does it drain my battery anymore? Does it mean I should have WiFi always turned on?

I was confused on if my phone goes straight to data if there's no reliable WiFi signal. Or is keeping my data enabled while on WiFi just drain my battery more?
 
No... What it does is yo improve location accuracy and for other purposes, Google and other apps may scan for nearby networks, even when Wi-Fi is off

So, should I always have my WiFi turned on? Or will that tracking work even if its off?

Just noticed your post...

Sometime, when I am using GPS, the phone (Nexus 4) seems can't lock on GPS satellite and showing me very wrong location. For example, I would be driving on highway, and map would show that I am in nearby neighborhood... as I would be moving... my location would be moving and jumping all around. In those cases I usually turn off Wi-Fi & mobile network (settings > location access), and map instantly starts showing correct location. If I turn Wi-Fi & mobile network back on, it goes crazy again. What does that mean? I thought WiFi & mobile network should improve my GPS.

Could this be connected to problem I have with Wi-Fi?
 
The mobile network could have been conflicting with the GPS signal see GPS is satalite and mobile network is triangulating so it could be conflicting
