Questions about OC'ing

Alright guys, due to my general newness in the world of rooting, I have a few questions regarding overclocking. I currently am running mikshifts sense rom on my evo shift and am overclocked to 1.28 with the ability to overclock at 1.51. I had problems with freezing whenever I had it set to 1.51 so I lowered it and have not experienced it since.

My questions are:

My phone frequently gets up around 105 degrees when surfing or using for extended periods. Is this too high? How high is too high?

I hear people saying that their kernal uses "smartass" or some other "governor." What is this?

Is setcpu the best app to do this with or is their another way I should look into overclocking?

The issues I am not really sure whats to hot. I have not paid that much attention to it I do know that if your phone battery gets to hot the phone will stop charging the battery.

Smart ass will run the CPU values up based on preset CPU usage values. Example would be when set to On Demand usage pushes the CPU to the highest available values just as soon as CPU demand goes up. Smartass will ramp the CPU up slightly to cover the demand not necessarily to the highest set value. The idea is that by governing the CPU you can save battery.

SetCPU is the only program that I know of for controlling the CPU values.

I have the same ROM with the same kernel set to 1.1 and my temps get to 102-103. I notice it gets warm when I'm using the phone and charging at the same time
