Quick question.

How does one activate USB debugging on an HTC One M8 Harmon/Kardon Sprint edition? There is no "dev" option or anything like that.

You have to enable dev options, same as every other android phone.

To enable Developer Options, you typically go to Settings>About Tablet​, and tap Build Number 7 times.

As I've said, I'm using a HTC One M8 Harmon/Kardon Sprint edition. I'm assuming you mean the About tab. However there is no Build Number tab.
