I'm relatively new to these lands, but not to forums in general. I observe there are more than a few users who post responses to specific questions or offer opinions on the features of Nexus 4 without actually owning the phone. Is this the norm? Or are these users particularly enthusiastic and willing to help?

There are people who've combed the Internet for every scrap of information they can find while waiting their phones to arrive, so when someone comes in and asks a question, rather than barking, "Is Google down?" they try to share what they know. Or think they know and/or have read in other places. Not everyone goes everywhere, so it's helpful if someone sees something at XDA or Android Police that can answer a question to share it. It's just hive mind crowdsourcing of information.

Yup, the long lead times for receiving this phone means that there's a lot of people who've obsessively researched it from every conceivable angle.
There are people on this board who know more about my phone than I do after having it a couple weeks!
