There used to be an option where you could designate an account to quickly upload your photos. Does anyone know what happened with that? Gone with ICS?

This sounds like a OEM piece of bloat ware?If it is then you could possibly get it back from the OEM website or online.

Are you talking about Instant Upload? Go to the Settings for Google+ to find it.

When looking at a photo in your gallery, either in the gallery, or looking at your pics directly from the camera screen, if you tapped menu the first option was quick upload. You designated what account it went to, such has facebook, or picassa, or g+ or whatever. Then it uploaded with one tap. That option seems to be gone. Really, nobody used this option before?

You could use the Share button. When viewing a picture in the Gallery, tap the icon that looks like 3 dots connected at an angle. You'll have the option to share it to any number of accounts. If there was a one-touch option, it probably went away when the Motorola Gallery app was ditched with the Jellybean update.

Yes, I'm quite aware of the existence, functionality, and appearance of the share button. There used to be a one touch button. So, its gone then. That answers my question.

Yes, it is gone. That was a moto app feature that was indeed removed.
