Quiet phone when picking up does not work!

Is anybody else having problems with the settings quiet the phone when picking up? My first One x worked fine. This is my second one and it hasn't worked since I got it new. And the setting is checked..

Mine does work as long as ringer is set fairly high to begin with.

It doesn't totally quiet it of course, it just turns it down quite a bit.

Do you use Pocket mode? I also have that set on.
I have no idea how it actually works, but I suspect it makes it louder when sitting on edge (any edge) and maybe when the light sensor sees darkness.

I have them all checked. Not really sure of Pocket Mode either. But I know for sure that the other setting is on and it does not work when I pick the phone up. I know it's supposed to lower the volume at least. This 1 does not work at all. If that's the only problem it's not that big of a deal though. I rather not do a factory reset.
