Actually, the point of the GNex is to be a phone first. It was sold at retail to the general public.The point of the Nexus is to provide developers a baseline for testing Apps. That's what it means to be a "developer phone".
Well, actually do some more reading around here and you will find out that lots of us have problems with using it as a phone. Speaker popping/crackling, mic cutting off, dropped calls when data switches between 4G and 3G.I'm pretty sure it works quite well as a phone

Ask at a Verizon store how many of the Galaxy Nexus buyers presented their developer credentials to buy it. None. The Galaxy Nexus is a consumer product. Google does not call it a "developer phone". We are the ones who made up "developer phone" as an excuse.
Some of the issues are bugs. Some are by design.
Is it fair to assume that the latest and greatest "Pure Google Experience" would at least have all the basic features? No.
Some techies will buy it for the "Pure Google Experience" and then will immediately strip out the Pure Google ROM and replace it with a new one to get their features back. Others know to replace key pure Google experience apps with market apps to restore the missing functions.
But the typical consumer may not understand that her new $300 phone does not have the features her two year old phone had. There is nothing that a ROM or app can do about the microSD or 5MP but there are great great workarounds for other things. But will she know what to do to fix it?

• Get a contact or dialer app like Go Contacts or TouchPal Dialer to assign contacts to numbers 1 to 9.

• Get File Explorer etc. to be able to put a shortcut to a file on a homescreen.
Pure Google Launcher 5 Page Limit
• Get a current launcher like Use LauncherPro or ADW.Launcher for more home screens.
Remove Pure Google Search Bar
1/5 of home screen space is lost to the search across every screen.

Pure Google Messaging Limits
Messaging is missing the return key, etc.
• Get a current app like ChompSMS.
There are a list of other apps that can replace missing features like caller photos in Visual Voicemail, email, clock, etc.
Google is making profits of $4M an hour. Why not spend $100K on each of the 10 key apps they need and just include the code they lack?

What is strange is when people say that the Galaxy Nexus is a "developer phone". They have sold over 1.5M. And no one was asked to show their developer credentials to buy it.
It is even stranger when people say that they want a "Pure Google Experience". Have you ever heard of anyone who wanted a Pure Google Experience who really did want a Pure Google Experience?
They blow ROMs or download non-Google launchers, email, messaging, dialers, clocks, keyboards, and other apps. I cannot name one person claiming to have a Pure Google Experience who actually has a Pure Google Experience.
The only people I have met who were stuck with a Pure Google Experience were ones who bought a Nexus and had no idea how to do ROMs or even download apps.
The few times I have encountered pure Google, the first thing I do is show them how to download apps.
...To me that leads me to believe you don't understand what it means when google classifies a device as a developers phone.

Sure if by developer phone you mean a phone that doesn't actually work as a phone. IOW, a phone that actually works as a phone is one in which you can actually hear what the other person is saying and they can hear what you are saying reliably and there is no crackling/popping/screeching and dropped calls are infrequent.Did I help clear up your confusion about the developer phone issue?
