It appears that the phone thinks RCS features are available using the stock messaging app... but, it seems to be functional as a basic sms app w/ no rich msg features. It there a trick to make it work? Or, is transitioning to the Google app the only option for 'chat' features?

The stock OnePlus Messaging app is based on the Google Message app but lacks the RCS features. Therefore, you may see what appears to be an attempt to connect to RCS but it cannot. For now, you will need to use the Google Messages app, free from the Play Store, to enjoy RCS, (Rich Communication Services).

I know my 1+7 P with TMobile had RCS in stock message app , but I flashed that to global which it doesn't , maybe 1+6/T carrier version had this ?

I thought that the T-Mobile (USA) carrier minority variants had a different Messaging app to the stock global OnePlus Messaging app and that it connected to the carrier's own, limited, T-Mobile (USA) RCS service. That could explain seeing it on the OnePlus 6T or 7 Pro.

It's the same exact app as global but TMobile RCS enabled , so yeah could be why OP seeing this if it's a carrier variant.
