Rearranging apps/icons. HELP! :(

I'm having trouble trying to figure out how to move apps/icons to the bottom of the screen. The ones that stay there when you swipe to another screen. I just can't figure it out! I'm having a blonde day or there's something wrong with my handset :'( help!

Just press and hold and relocate. I believe you can only have 4 there by default without root

I can move any of the other apps on the screen just not any that are along the bottom. I only have 3 there at the moment. I just want to add another. I've done it before but can't seem to remember how I did it. Pressing and holding doesn't do anything.

Are you using stock touchwiz? Should just let you press and hold then drag and drop...
Also you can have more than 4 without root if you use a launcher like nova, apex, or others. And you can have it scroll to a new set.

p.s, the icons at bottom are called the "dock" just so you know what people r talkin bout in future
