So whenever I restart my phone it goes the the Samsung and At&t splash screens 2 times. The first time with sound and the 2nd time without. After that everything loads and operates normally. Any one else have this issue?

I've not heard of that. Is your phone rooted?

Have your fix! Go into settings, then wifi, then press the menu key, then advanced. From there make sure the Always Scanning option is unchecked. Return to the home screen and your all fixed.
