Reconnecting-with-Internet Lag

Hi all! Just got an S3 so I'm getting used to its quirks. One thing I'm noticing is at work, we have a basement and when I go down and lose signal, when I go back up it regains the bars but isn't always reconnecting with 3G/4G service. I've tried putting it on Airplane Mode then off again to see if it would "jump start" the device's reconnection, but twice now I've had to restart completely to regain Internet Connection. Any tips/apps on/for this issue? Related is the lag time it has in reconnecting to any service after getting aboveground from the Subway. Thanks!
