Recording in android device video in slow fps?

Hi,
I'm interested in taking a series of images which have little change in the background in my app. Of course I could use the camera and take a series of photos but for efficiency the ideal will be to use a video codec. I coudln't find a video codec to encode the images taken to a video. Is it possible to record a video in android mobile which uses a slow fps than normal (say 1fps)?
