Red line top of screen and screen flickers

I have a Samsung Tab S2 9.7 AT&T LTE 32GB model thats about 2 years old. After using the tablet for 15 minutes or so the screen gets a fairly bright horizontal red line across the top. After another 15 minutes the screen starts flickering and then becomes unusable. If I reboot, the line persists through the reboot.

Im assuming this is a screen issue. If that's true, the cost to replace the screen is like $270 and that does not count labor. Cant see paying that much to fix a 2 year old device and I do not want to drop $599 on a Tab 3.

Would I be downgrading too bad if i went with a Tab E 9.6?

If you allow the display orientation to rotate (e.g hold in landscape or upside down portrait), does the red line always stay in the same side or does the red line move to the new "top"? If the red line moves, i would guess that your screen may be fine. Perhàps it is a bad connection.
