"Reject call with message" bar

Is it possible to remove, or at least disable, the "Reject call with message" bar that appears at the bottom of the incoming phone call screen? I'm afraid that my wife finds it far too easy to swipe this upwards rather than the green "accept call" icon.

I haven't seen any option to remove that other than using a 3rd party dialer
