Remove empty home pages in 4.3?

Fortunately for the op, you are incorrect. You simply need to pinch the home screen and it will give you the option to manage the screens.

I haven't fiddled with a nexus (really wanted the n4 but went with HTC One) but I think you can do that by pressing and holding the screen and options should pop out.

I immediately switched to Nova Launcher. So much better than the stock launcher while still keeping the main concepts.

I use action launcher pro with one home screen and the quick page best launcher for the nexus 7 2013 in my opinion

That has no relevance to the Nexus 7, which is running vanilla Android. Your phone has a launcher by default, which behaves differently than vanilla Android.
