Restrict Android tablet to only run Chrome

I've been searching up and down the place and getting stuck in either free apps with issues or fancy enterprise apps that do far more than needed.

I'm looking to lock down a Samsung Galaxy Tab A 2016 tablet so that it can only run Chrome and nothing else, no access to other apps nor access to any of the settings. I've tried the builtin restricted mode which looked great in locking down the profile for apps but it still allows access to most of the settings including the wireless settings. I've seen some screenshots which showed this mode allowing the option to block access to settings but that doesn't seem to be on the app list for this device which is a shame as it was quick and simple to set up.

AppLocker seems ok although a bit fiddly to setup, Symantec's locker looks ok but has to be tied to a gmail account which is no good, Surelock seemed good but they only offer monthly pricing or a high price and Smartlocker seemed very spammy in trying to install other apps.

I'd rather avoid paid apps through the store since the device doesn't have a Google account attached to it and would appreciate any suggestions for apps or settings that might do the job.
 
Pinning for Nexus/Pixel devices can be done with a requirement to enter a PIN/password for unpinniing -- that's not an option on the Tab A?

You can set security when someone exits the pinned application but the problem is when the person fails the lock code/pattern, instead of putting them back into the app it just sits at the lock screen.
