Sounds like you're talking about infinite scrolling (being able to continuously scroll home screen panels to the left or right instead of them stopping and having to scroll back). Verizon disabled it (don't know why). It can be re-enabled if you're rooted (see thread below).
There is a launcher app called Nova in the market that does that as well as several other cool things. The paid "pro" version is around $4. I use and like it quite a bit.
I used ES File Explorer to find/modify the file. Be sure to set up its "Root settings" first though so you can see the Android system directories. To do that, while in ES File Explorer, hit the phone's menu key, then tap "Settings", scroll down to "Root settings" and check off "Root Explorer", "Up to Root", and "Mount File System" options. Now, when you first launch ES File Explorer, just hit the phone's back key once to take you into the system directories and navigate to the file at: System/CSC/feature.xml.
