ringtone abruptly switches to a voice saying "incoming call from..."

This just started happening a few weeks ago. When I get an incoming call, whether the caller is in my contacts or not, my phone will ring briefly to whatever ringtone I have set and then switches to a voice that says "incoming call from...(then a phone number)". I've tried switching to a couple different standard ringtones but get the same results. I've also deleted a couple of recently downloaded apps thinking maybe they caused the weirdness but it still does it.

Is this a virus thing or what? Any ideas?

It's quite annoying because I can't mute the voice like you can a normal ringtone!
