Ringtone vibrations cause silent notifications

When my ringtone volume is on vibrate, my notifications (text, emails) are silent and I'm not able to change it. But when the ringtone is set to volume, I am able to adjust the notification sound level. There are times that I want all sounds to vibrate. Is there a fix for this?

this is the normal behaviour.
if you set the phone on vibrate you will not get any sounds. only vibration.
unless you are trying to achieve something else?

That's the problem. I want it to vibrate, but it won't. When the ringtones (for incoming calls) are on vibrate, the notifications for texts and emails are on silent and cannot be adjusted as long as ringtones are on vibrate.

try this, open messages, tap the 3 dots in the top right, settings, notifications, tap where it says general notifications and make sure vibrate is on. you would have to do the same for your email

Yes, sounds and vibrations are on for both messages and email within each app.

So on your 9 or 9+, when your phone is on vibrate, your notifications vibrate?

yes, all of my notifications vibrate when the phone is on vibrate
