Ringtones & Notifications help

I just got this phone. I cant figure out how to fix this. I want to enable the Ringtones & Notifications. I just did a factory reset because I couldnt figure out how to re-enable it after it became disabled once already, and it just disabled itself again. I need to figure out the problem because I dont want to factory reset every few days. I have searched and searched and have not found this already posted.

So, are you saying that you cannot drag the slider to the right?

What happens if you are at the home screen and push the volume up button on the side of the phone? Anything?

Have you installed any utility apps? There are some which have the ability to silence the phone on demand or on a pre-defined schedule...
 
I can drag the slider, but the / stays there with the grayed out sound icon. When I use the volume button on the side it just changes the Music, video, games, and other media volume. It just vibrates for phone calls or notifications. I tried a flash light app that I thought was the problem because after I installed it, I checked the volume settings and it was disabled again.. so I deleted the app, the sound came back, and then I lost it again... I don't know what's going on. But it should definitely be easier than this to turn on notification and ringtone sound and no flashlight app should have the ability to decide for me that I don't need it.
 
I'm confused atm, is it only an issue after you install the flashlight app?

If you put it into safe mode you can find out if it is an app causing it or if there is actually something with the device.
