Sure -

But they need to be set up correctly.

Yes, but you have to place a copy of the file in the directory where the other ringtones are.

The library I'm referring to is the Google play library. how do you put this in with the other ring tones?

Connect it to your PC and use Windows Explorer to copy songs into the ringtone directory.

You can also use a ringtone maker app. There are lots of free ones. I have used songs, and cut the intro to start with singing lyrics. My granddaughter's name is Julia. I used an old Beatles song, "Julia" as her ringtone. It start with the lyric.
