Roaming Guard not working?

In the roaming guard settings I have enabled the roaming guard for any international activity but have unchecked domestic signals. Despite this, whenever the phone roams I still get a pop up that warns me about the roaming and provides two buttons to select which are settings and close. Is the roaming guard settings not sticking for anyone else?

I've had the same problem on my M8 HK since Lollipop came out....
