ROM recommendation please

Lock: Currently bootloader locked
Root: NO
S-Off: stock

I don't mind touchwiz.

I want to get rid of the bloat including ALL Samsung apps that aren't necessary to make the phone work + all Sprint crap.

Would like latest tweaks and bug fixes that Sprint / Samsung haven't bothered to fix.

Suggestions for a stable 'clean / lite' mostly stock looking ROM?

first of all you need to root the phone, for that you can check this video of how to: YouTube
then what you want to do is download the best 4.4.2 rom for s4 : [ROM][Official][4.4.2] CyanogenMod 11.0 Nightlies for the Qualcomm Intl Galaxy S4 - xda-developers
then the last step for you is to install gapps (google apps): Goo.im Downloads - Browsing gapps

CM.... nahhh... I said most stock & that I don't mind touchwiz. Stock does not equal CM...
