bought the app back in mid late 2011. Rooted my ATT GS3 when I went to download the app that I bought it wasnt there. Whats up with that?

The way this works, if it's bought and paid for, it's yours. (at least for that device). If you need to re-download, just click Install. There should be no discussion of money.
