Process should be the same as below but take note: in order to fix reboot looping problem, you need to installs the ME6 rom, then the Kernel and do a factory reset or upgrade to ME7 and skip the kernel since the kernel is for ME6 and not for ME7.
you can root ME7 by following this step:
download the following Zip file and extract it,
MediaFire - Online Space for your documents, photos, videos, and music.
flash cofface_I9500_cwm_recovery_en_new.tar using odin, and when the phone reboots copy both files: stupid_root.zip & Superuser2.apk to your internal storage and then reboot to recovery holding vol-up + the home and power buttons, the phone will reboot to CWM, then choose from the menu: install zip from sdcard, and then choose zip from sdcard, and flash stupid_root.zip, when you're done flashing reboot, after booting up go to your device's internal storage and install suppersu2.apk, now your root!

Root Samsung Galaxy S4 SHV-E300L (Korean LG U+)Stock version that came out of the box and NOT ME6 Version
First of all I don't take credit for the Root Materials nor the procedure, I just have balls to try this on my Korean 32GB S4 (SHV-E300L) since there aren't seem to be anyone posting Root method for this version.

But I Rooted my S4 without any problems with this procedure.
Procedure:
Make sure:
Your At least 80% Battery Remaining
You have Samsung USB Driver for your Samsung Galaxy S4
Enabled debug mode in system settings
Step #1: Download all the necessary files mentioned above and unzip them on a separate folder at convenient location
Step #2: Save the file CWM-SuperSU-v0.099.zip in you external SDcard
Step #3: Put your Samsung Galaxy S4 in download mode by button combination (Volume Down + Home Button + Power Button).
Step #3: Plug-in the USB cable in your device.
Step #4: Launch Odin3 in your computer, connect your device in your PC and Odin3 will automatically detect the connection and will indicate a COM port on the top.
Step #5: Under PDA tab, select Cofface_19500_cwm_recovery_en_new.tar to flash the recovery. Don?t touch any other settings and also make sure that Re-Partition is unchecked. Hit the start button to begin the flashing process.
Step #6: Once the flash is complete, the device will restart, after the restart turn off your device again.
Step #7: Reboot the phone into CWM that you recently installed by pressing Volume up + home button.
Step #8: In recovery menu, Choose install zip from SDcard, press power button.
Step #9: Choose zip from external sdcard press power button and look for the CWM-SuperSU-v0.099.zip. Once done, just go back to reboot phone and you'll have SuperSU installed with a rooted device.
Now You can create a backup from the CWM and save it in your External SDcard and try out Custom roms (compatible to SHV-E300L)
UPDATE: THE ABOVE ROOT IS FOR STOCK FIRMWARE THAT CAME WITH S4 SHV-E300L (Not the ME6 Firmware)
If you have updated with Kies and have the ME6 version the above root won't work.
Root for ME6:
ME6 Firmware for SHV-E300L:

If youhave ME6 Firmware, you can flash the Me6 Kernell via odin, once done do a factory reset of the phone and don't restore from a backup. You can install SuperSU afterwards but basically the kernell itself is already already rooted.
