How do I rotate a photo about 20 degrees?

Open the photo in Google Photos and then hit edit, then crop. From there you can rotate as much or as little as you want!

Thanks. Also, after selecting CROP, hit the AUTO button. That corrects just minor adjustments instead of 90 degrees at a time.
