That is completely in opposition to what HTC said earlier. There was a lengthy thread where this was discussed and Jerry confirmed that DE's will not get updates that aren't carrier approved.

Confirmed that a US DE on AT&T just got the 4.3 update. Awesome to see HTC pushing ahead without those pesky carriers in the way. And this update is incredible - so many little fixes that make it feel so much more polished.

Got my 4.3 update as well, on T-Mobile. Unless both AT&T and T-Mobile approved this update at the same time I doubt HTC needed their approval before pushing it out. Maybe they're all "Developer Edition? Yeah, whatever. Go ahead and push that out to all 6 of them on our network."

unlocked and DE's get their updates directly from HTC.

Yeah, the dev edition. I was just responding to another poster who was inferring that the dev/unlocked editions of the One would have to wait for carrier approval before the update went out.

my carrier doesn't even sell the htc one... in a country where its not even officially sold even.

thats why the theory that carriers must approve updates on unlocked phones was a load of baloney.

my carrier: "hmm i wasn't aware i had customers using that phone but LOL whatever makes you happy dude".

Confirmed that a US DE on AT&T just got the 4.3 update. Awesome to see HTC pushing ahead without those pesky carriers in the way. And this update is incredible - so many little fixes that make it feel so much more polished.
Awesome, glad to hear it. Had 4.3 been rooted? I'd like to update, but would also like to keep my root apps running.

As far as I know, it's more like:

htc, to AT&T: "is the software update certified and approved?"

AT&T: "yes"

Customer using an unlocked AT&T-sold model on EE UK (for example): "wow suddenly I got an update to my One, finally, while no one else in the UK has it yet!"

IOW, it has more to do with the specific model of the phone, based on its region and carrier (aka CID = Carrier ID that people always talk about when it comes to updates) and less to do with the actual carrier the phone is currently connected to. The software gets certified and in many cases bloatified by the carrier, then gets pushed out to those carrier models once approved by said carrier.

So my prediction is worryingly accurate so far...

My prediction:

-Rumors will start circulating in a couple of weeks that American Carriers will start to push the OTA by "mid-September", Sprint first, followed closely by ATT/T-Mobile then Verizon
-Mid September will come and go, and there will be a huge forum thread full of "I got the UPDATE NOTIFICATION BUT I CANT GET IT TO REAPPEAR AGAIN!!" and "Guys, mid september could be anywhere from the 10th to the 22nd." There will be a post on Android Police with a screen shot of the supposed update notification, but nobody in the real world has seen or gotten it.
-October comes. HTC releases a PR statement (when pushed) that basically says blame the carriers.
-Two weeks later, Sprint, closely followed by ATT/TMo push it out, citing testing issues.
-Verizon gets it in June 2014.

Let's see how right I am :)

All conjecture based purely on past experience (aka BS) of course.
