Running apps on Nexus 4

I just bought a Nexus 4. In the settings I saw that all the apps I used are still runnig. How do i exit or stop an app from running all the time. Force stoping it doesn'y work. The reason I don'y want it to run all the time is that I have a 1 GB limit on my phone plan.
 
You can download DroidWall from play store. It will let you choose which apps can use use data from cellular and which ones from Wifi. You need to be rooted though. As far as closing apps goes, some apps will reopen despite your force closing. Try app called Greenify.
 
The amount of data most apps pull in the background is really slim. I wouldn't worry too much about it unless you typically push your 1GB limit every month.
 
You can go into settings--data usage and tap the 3 dots top right corner, then check restrict background data. Should keep the apps from eating your data
