is it possible return or create shortcut for this?

They moved it into Dev Options? What are these people thinking? I'd really like to hear their reasoning because all I can think of starts with the letter "S"!

I don't run M, but you might be able to create a shortcut using QuickShortcutMaker. Just install and search for the activity. I usually use the "normal" search option when I search for stuff like this. If you're able to find the activity, you can name the shortcut and also use icons from your gallery, or other icon packages to customize it. Good luck!
