S-Voice not working

I'm unable to get S-Voice to respond to voice command. It only works if I manually tap the icon.
I have reset everything imaginable and nothing.
I want to use it with the screen locked but it won't work with screen on so I'm at a loss as to what's wrong.

Considering s voice sucks, just disabled it and use Google now

Well if I didn't like Always Listening I would. You cant set Google Now to always listening.

As long as the screen is on its always listening. I wish samsung would allow it to work with the screen off
