S10+ Notifications Pour In Only When I Turn On My Phone?

It's weird - I have no new notifications yet almost every time I open/unlock the device multiple notifications pop up! I.E. instagram is one. and gmail.

I don't have anything blocked or apps put to sleep. Anyone know how to check it or fix it? I want them to come in as push not anytime I turn on my phone.

also - I dont have battery saver on but it is on optimized. Is that stopping certain notifications that roll in? I want them all to be push.

Optimization will stop them from receiving push notifications when the lock screen is on.

Thanks! I just saw this link - plus your info really helped. I can keep optimized on but just select the apps I don't want optimized like insta, FB, email etc. and they will always push notifications. Awesome feature! Thanks!
