S2 getting free data on some roms

I had PA 3.99 on my s2, but since kitkat came out i wanted to try it out. So, i found a PA 4.0 with 4.4.2 for the Galaxy S2, i installed it and everything went cool. Except i noticed i wasn't able to get free data anymore. Thinking that maybe the rom had something to do with it,i decided to try another one. I tried with Slimsaber 4.4.2, and just like i thought, i was able to get internet for free with it. I dont have a problem with that, its just that i would like to know, Why do i get free data on some roms and on others dont? Oh an I checked the APns on both roms and they have the same configurations.

I don't think ROMs can do that.

Yeah Im pretty sure they don't too. And that's whats weird about it, that i only get free internet on some of them. While at others i don't, and i don't even have an internet data plan, so there's that too.

That's what I'm thinking because ROMs can't add data to your phone.

No it has nothing to do with wifi . Thing is that my carrier gives me free internet on my phone only when i am using certain roms and i DO NOT have a data plan with them. So, I don't know why really, thats why im asking here. But i'm not sure if you get what im saying.
