S23U Air Command has invisible semi circle

I have been playing with the S-PEN and I cannot select some of the apps in Air Command because of some invisible circle that prevents me from selecting the middle range of apps. I can only select the apps on the top or the bottom of the menu.

When I go notes, I can select a pen and shade in a note and an invisible non-writing semi circle around the pen icon is shaded, preventing anything from being selected or written on.

Ideas? Its like the old menu semi circle from the old S-PEN app.
