S4 and isis nfc payments

So obviously I know I can root my phone and have access to google wallet but im curious about isis.

Does anyone know why they haven't expanded past salt lake city and austin?

Field testing and signing up new merchants is moving slower that they thought. I go to Austin several times a month on business and periodically check in and that is what they told me. ATT offered and I refused to get the special SIM to use the app (in my case it would be Chase). I really wish ATT would allow us to use Google Wallet or ISIS without rooting etc. At least I have a Nexus 4 or 7 if I want to use google wallet.
