>Loaded ROM onto Internal Storage
>Boot into Recovery
>Wipe Data, Cache, Delvik Cache
> Install Zip from Internal Storage
>Everything goes good, Says ROM is installed and were good to go.
> It reboots and im stuck at the "Samsung Galaxy S4" boot screen

I know the first reboot takes a while but this screen NEVER GOES away. I reboot into recovery and wipe delvik cache and same result. I retry to load it and nothing. Also sometimes during the installation of the ROM it will say there is no root, but I use several root checkers and they all say Im rooted. Any ideas?

Check to make sure that the room you downloaded was downloaded correctly. Use am md5 checker, or use esfile Explorer and open the zip file. If it can't open it then download the rim again.

How can your root checkers say you're rooted if you never get past the boot screen?

make sure you wipe Cache, Delvik Cache, system and factory reset in recovery (this is the method I use in TWRP), and then install the rom.zip.. if you still have issues, redownload the rom like mremghz8787 mentioned
