S4 Mini Connects to Mobile Data Without Permission

My wife's S4 Mini has "Mobile Data" switched off in settings but still logs into the mobile network every day, automatically booking a one day flat rate from our service provider.This is going to cost me dearly, nearly 2? every single day :(

Any clues?
