Google home mini can't find my contacts to make calls on speaker

Ever since I had my Google home minis setup around my home for the last 12 months I've been able to ask them to call contacts from my phone and my wife's phone which are both linked to the same Google account but contacts are stored separately on each device.

As of approximately 4 weeks ago Google made some changes to the way device information and contacts are backed up and now my Google assistant won't recognise anyone in my contact list. When I ask it to make a call to a contact it replies with "I can't find that name in your contact list".

Contact info used to be saved by something called "device information" which used to be found under activity controls in my Google account settings. When "on" it would automatically save contact info from all our devices and I was able to ask my smart speaker to call a contact even when they are not stored as Google contacts. This has since been changed to something called "contact info from your devices" and has been moved to the "People & Sharing" tab under "manage my account" and for some reason it had been turned off. I've since turned it on but weeks later my Google mini still can't find any contacts from any devices logged in to my Google account. I've checked that it's backing up and syncing and that seems to be working fine.

Now here's the thing...

I've never had my phone contacts stored or synched in Google contacts. NEVER! They've always been stored as phone contacts and backed up automatically every day to Google drive and still are. So when I log in to Google contacts it's always been blank showing no entries at all yet I was still able to call people that were in my phone contacts from my Google mini. My contacts are still being backed up because I can see the backup info in Google drive and when I go to phone settings/Google/Setup & Restore it shows all devices on my account and lists all the backed up contacts for each device, except when I now ask my smart speaker to call a contact it can't find any.

If I manually upload a contact to Google Contacts it WILL call it but I've never had to use Google Contacts before and it worked fine. I don't really want to have all our contacts stored in Google Contacts because I share the Google account with my wife and we have separate contacts for different phones. I don't want her friends and colleagues syncing with my contact list and vice-versa so prefer to keep my contacts on my device rather than store them as Google Contacts..

This worked flawlessly before the recent update keeping them as "phone contacts" but now Google home can't seem to find any contacts unless they are stored in the Google Contacts app. According to the information on my Google account, when "Contact info from my devices" is switched on, my smart speaker should be able to pull contact info from my backed up contacts even if they're NOT stored as Google contacts. Clearly this is no longer the case.

Any help or advice appreciated.
