My Toshiba laptop does not recognize s4.

Did you try:

1. Installing drivers again
2. Using a different cable
3. Using a different USB port
4. Resetting phone/PC after driver install

I'm still looking up other possible solutions.

Find Samsung Kies and install it. This installs all needed drivers for you.
