S4 update app moving to sd card enabled

hi all
just a quick question moving apps to sd card is still dependent largely on developers putting in this function for example i can't move facebook or 1 of my sat nav apps does that just mean it is not enabled by the developer maybe i'm just missing something the way i do it is settings>app mang>cling on app>move to sd card. but like i said this does not work with all apps is that so

I'm assuming by the ops wording that he can move Apps but not fb that he has the update,how are where he lives was not said

i live in germany and have the update but from what i have read online and from other posts its the app that moves but the large part ie data stays on the device (maps and so on) so you don't save much space anyway, but i am no expert so i'm just saying what i have read. can any1 clarify thanks
